North Allegheny Baseball Boosters Association By-Laws
ARTICLE I – NAME
The name of the organization shall be the NORTH
ALLEGHENY BASEBALL BOOSTERS ASSOCIATION (NABBA).
ARTICLE II – MISSION
STATEMENT
The North Allegheny Baseball Boosters Association shall:
Enrich the baseball players experience at North Allegheny School
District
Develop fellowship and communication among players,
association members, baseball coaches, and the school district
Provide enhancements and rewards for the North Allegheny baseball players
ARTICLE III – MEMBERSHIP
There are two classifications for
membership in the NABBA:
FULL MEMBERSHIP – Full membership (member in
good standing) is granted to any person(s) who pays the full annual
membership fee at the beginning of the season. If more than one player is
represented from the same family, only one membership is required.
Activities and benefits of NABBA shall be extended only to a player(s) whose
family is a member in good standing in NABBA. All other players shall pay on
a pro-rated basis for such benefits. Activities and benefits of NABBA shall
be extended only to players who complete the full season, including
play-offs.
ASSOCIATE MEMBERSHIP – Associate membership is granted to
any interested member of the community who pays half of the annual
membership fee. Voting rights are not extended to Associate Members.
MEMBERSHIP FEES – Membership fees are determined by the Executive Board each
year.
ARTICLE IV – OFFICERS AND DUTIES
SECTION 1: OFFICERS AND
ELECTIONS
1. The executive officers will make up the Executive Board
of NABBA. The Executive Board will consist of one President, one First Vice
President, one Second Vice President, one Treasurer, and one Recording/
Corresponding Secretary. An office may be shared by two individuals, such as
husband and wife or two unrelated individuals, but there is only one vote
per office.
2. No coach, nor his or her family, may serve as an
officer of the NABBA.
3. The executive officers will serve the
organization from August 1 through July 31. This will ensure that all
business from the season will be complete and the duties transferred to the
newly elected executive officers on August 1 of each year.
4. The
secretary shall notify all members in good standing before the end of April
of the nominating process. Members will have until May 15 to respond with
recommendations for nominees. Any member in good standing can submit his/her
name to the nominating committee. The process may occur through U.S. mail or
through email.
5. The nominating committee is chosen by the Executive
Board and will consist of at least three individuals who are members in good
standing of the NABBA. The nominating committee will present a slate of
candidates to the Executive Board by June 30th.
6. Members are to
understand that the following criterion is applicable to nominees:
Each nominee must be a member in good standing of NABBA.
Each must have
successfully served the organization in some manner AND demonstrated an
ability and willingness to fulfill the obligations of the respective office
and bylaws of the NABBA as determined by the nominating committee.
The
nominee must have agreed to become a nominee.
If elected an officer in
the Association, neither nomination nor election to an office guarantees a
parent(s) child a position on a baseball team. If the player does not make a
team, the parent MUST relinquish his/her office in NABBA.
7. Upon
acceptance of the nomination, the candidate’s name is listed on the voting
ballot.
8. The Executive Board will submit a slate of candidates to
the members in good standing for voting by July 15. Each family who are
members in good standing receives one ballot. Balloting may take place by
U.S. mail or by email and responses must be received by the end of July.
9. The elected officers and the general members in good standing will be
notified of the results of the elections.
10. Any vacancy, in any
office throughout the year, will be filled by appointment by the Executive
Board at their next meeting.
11. The Executive Board will conduct the
Association business until the baseball teams are formed (from August 1
until approximately March 15.) Once the teams are formed, a team parent(s)
will be appointed by the Executive Board. The team parent(s) will work
closely with the executive officers, but have no executive voting
privileges.
SECTION 2: DUTIES OF OFFICERS
1. PRESIDENT – The
President is elected for a one year term. The President will preside at all
meetings of the NABBA and will discharge the usual duties of the presiding
officer. The President will act as liaison with the coaches, the Athletic
Director, and other booster organizations as well as with the community. The
President will work closely with the treasurer to ensure that income and
expenses are being satisfied as budgeted.
2. FIRST VICE PRESIDENT -
The First Vice President is elected for a one year term. The areas of
responsibility for this position are determined by the Executive Board.
3. SECOND VICE PRESIDENT – The Second Vice President is elected for a
one year team. The areas of responsibility for this position are determined
by the Executive Board.
4. RECORDING/CORRESPONDING SECRETARY – The
Recording/Corresponding Secretary is elected for a one year term. The
Recording/Corresponding Secretary will record minutes of meetings and read
them as required at following meetings. The Recording/Corresponding
Secretary will also maintain written records of the year’s activities for
the next board, distribute information to the general membership, keep a
current list of names and addressed of all players and parents, and
establish a membership email and telephone chain in conjunction with the
team parents.
5. TREASURER – The Treasurer is elected for a one year
term. The Treasurer will collect all money, pay all bills, and prepare and
submit monthly financial statements to the executive board. The Treasurer
will also prepare a financial statement at year end for distribution to the
members of the NABBA.
6. TEAM PARENTS – Team parent(s) is /are
appointed for a one year term. They act as a liaison with parents and
players of their respective teams on behalf of the Executive Board. The team
parent(s) is/are responsible for communication and coordination of booster
fund raising efforts and will participate on committees and encourage other
parents to become involved in booster activities.
7. SPECIAL PROJECT
COORDINATORS – Coordinators of specific functions, such as a spring training
trip or clothing purchases, may be appointed by the Executive Board for a
one year team to coordinate specific projects or events in collaboration
with and responsible to the Executive Board.
SECTION 3: MEETINGS
1. The Executive Board will meet as often as necessary in order to
fulfill the duties and responsibilities of the association. The Board may
invite anyone they deem necessary to satisfy the agenda of the meeting.
Minutes of the meeting are recorded and made available to membership upon
request.
2. Executive Board meetings are held at a location
determined by the President.
3. General member meetings are held at
district facilities or in an available location which is large enough.
4. The first general membership meeting is held shortly after the
baseball teams are selected. The meeting is used to introduce the officers
and team parent(s), register members, and as a general business meeting.
5. Robert’s Rules of Order, Newly Revised will serve as a basis for
parliamentary procedure at all meetings.
SECTION 4: VOTING RIGHTS
1. All executive officers in good standing have one vote at an Executive
Board meeting.
2. All full members in good standing have one vote per
family.

SECTION 5:
COMMITTEES – Activities that may or may not be conducted by the Association:
MEDIA GUIDE/PROGRAM – The purpose of the media guide is to provide a
format to highlight the NORTH ALLEGHENY BASEBALL PROGRAM as a remembrance
for individuals and as a means to raise funds for NABBA. The committee is
organized and direction is provided by a member in good standing, organizing
the functions of ad solicitation, creation, printing, and distribution to
members and other designated individuals.
LOTTERY/RAFFLE SALE - The
sole purpose of this committee is to raise funds from registration. It
requires a few committee members’ efforts and all booster and team members’
support to sell or purchase a predetermined number of tickets. The Treasurer
will be responsible for payment to winners and for all bookkeeping duties.
TEAM PICTURES – The Media Guide Committee or other volunteers will
arrange the team and individual pictures with the aid of the team parent(s).
ORIENTATION MEETING – This committee is responsible for organizing the
season kick off orientation meeting. This is conducted at NAI or NASH
shortly after the formation of the North Allegheny Baseball Teams.
VARSITY CONCESSION STAND – The concession stand is maintained for the
benefit of spectators and players, operating for profit as a fund raiser. A
committee of varsity players is needed to set up, maintain, staff, and close
the varsity concession stand.
SENIOR RECOGNITION DAY – A committee of
parents (parents of underclassmen on varsity) is responsible for creating a
special home game day to honor and recognize senior members of the varsity
team and their parents.
DAY OF BASEBALL – At the request and
direction of the North Allegheny Baseball coaching staff, a committee may be
formed of members in good standing who will support the Day of Baseball
games and picnic.
FIELD MAINTENANCE – A committee of individuals will
be responsible for responding to requests for general field maintenance as
requested by the coaching staff at North Allegheny baseball fields. Each
team will provide a list of parents willing and able to aid the coaches and
facility staff to maintain their primary field of play.
NA BASEBALL
CLINIC - This committee is responsible for helping to organize and support
the annual youth baseball clinic held at the high school by North Allegheny
coaches and varsity players as a fund raiser.
NOMINATING COMMITTEE –
Outlined in Article IV, Section I, Part 5.
SCHOLARSHIP COMMITTEE -
One or more scholarships may be provided for senior varsity player(s) of the
baseball team AND whose parents are members in good standing of the NABBA.
The process, qualifications, scholarship values, and awards are determined
by the Executive Board.
GOLF OUTING – This committee is responsible
for planning, organizing, and coordinating the annual golf outing fund
raiser event.
AD HOC COMMITTEES – Special committees may be formed at
the discretion of the Executive Board.
ARTICLE V – EXPENDITURES
The Executive Officers of the NABBA have the sole control of the
expenditures of funds of the NABBA. No other party, coaches, or persons from
the North Allegheny schools have the right to authorize spending of funds
except by approval of the NABBA officers.
Although the NABBA is a not
for profit organization, it not officially registered as a 501(C)3
organization, therefore, does not have a tax exempt number and is not
permitted to use the number of the North Allegheny School District. All
purchases of taxable goods require a payment of taxes.
ARTICLE VI –
FINANCIAL CONTROLS
The Treasurer’s responsibilities are vital to the
NABBA capabilities, image, and health. Therefore, the Executive Board must
work closely on operation budgeting and income building. The Executive Board
may appoint members to serve as assistants to the Treasurer as needed.
The Treasurer has the responsibility for administering all of the
financial affairs of the NABBA including:
Preparing a recommended
calendar year itemized budget.
Providing an accounting of receipts
and expenditures against budget items.
Administering controls over
receipts and expenditures.
Administering the NABBA bank accounts.
Providing a monthly and annual budget status report to the Executive
Board.
Investing NABBA assets in a conservative and low risk manner
pre-approved by the Executive Board.
Preparing periodic income,
expense, and financial statements for the Executive Board
Projecting expenses to income so that period or year end status can be
determined.
Summoning all financial data from committee
chairpersons, for the purpose of reconciliation.
Preparing a year
end report for members in good standing that will be available at the first
general meeting.
Carrying out responsibilities in a diligent and
professional manner in order to safeguard the assets of NABBA.
ARTICLE VII – AMENDMENTS
Recommendations for revision or amendment of
the bylaws go to the Executive Board. Final adoption of the bylaws will be
by the general members in good standing at meeting where a quorum is present
or by a majority vote via U.S. mail or email.
